Sir Henry Cotton,-To ask the Secretary of State for Foreign Affairs, whether he has any official information showing that instructions have been sent to the Viceroys and Governors of provinces in China to put into effect the proposals of Yuan Shih Kai, Viceroy of Chihli, to discourage and restrict the opium smoking habit amongst the officials and literate classes in that country.
